As many are aware, Equine Canada, in partnership with the Provincial Equestrian Federations, is working on the implementation of a new competition system for Canada. The concept behind changing from the current levels of competition, centres around developing a system whereby participants, from competitors to coaches, can follow a natural development progression. By introducing this progressive approach to the sport, by working to keep costs to participate down, and by tailoring the rules and instruction that supports it, it is our firm belief that overall participation will increase and ultimately Canada’s performance on the world stage will improve.
To this end, an UNCART Implementation Task Force has been working on establishing realistic timelines that will allow sufficient time for the confirmation of details on the new horse sport identification document, result recording at all competition levels, and of course, point tabulations. In addition there will also be new processes and rules that will govern the updated structure for competitions. At this point, it is felt that in order to complete these and other details, and to allow sufficient time to communicate the changes to those impacted – competitors, competition organizers, officials, and coaches – the launch of this new competition structure is set for January 2008.
With the implementation of UNCART, existing Equine Canada passports will be phased out over 2-3 years in favour of a new Horse Sport Identification document.
It has further been decided that for 2007, the Rules of Equine Canada, reflecting the current competition structure, will apply to 2007 only and will be made available on-line. A printed publication will not be completed for 2007, but rather will be completed for use in 2008-2010 in order to reflect the rules that will govern the changes coming with UNCART. For those who are unable to access the on-line rules for 2007, a copy can be printed and supplied at cost. The 2007 Rules will reflect rule changes that have been approved since the publication of the 2004 Rule Books.
The rule changes to be implemented for UNCART will be finalized early enough in 2007 to allow for information sessions and communications with those involved, in order to understand the changes prior to their implementation in January 2008. The Implementation Task Force will be developing a communications plan to introduce these changes and respond to questions that may arise.
